The Role of Administrative Divisions in Realizing Human Rights and Spatial Justice

Abstract
Background and Aim: This article analyzes the role of administrative divisions in realizing human rights and spatial justice, with a focus on Iran. The study aims to clarify the link between the political organization of space and human rights standards, such as the right to development, the right to the city, the right to political participation, equal access to public services, and the right to cultural and ethnic identity.
Materials and Methods: The research employs a descriptive-analytical approach, utilizing library and documentary sources, as well as qualitative content analysis of laws, regulations, and relevant theories in political geography, public law, and human rights.
Ethical Considerations: The article adheres to research ethics, including academic integrity, accurate citation of sources, avoidance of bias, and explicit disclosure of conflicts of interest (none present).
Findings: Iran’s administrative division system is primarily designed based on quantitative population criteria and a centralist approach, which has marginalized cultural, ethnic, and geographic indicators. This situation challenges the realization of human rights standards. Excessive concentration of power disrupts equitable access to services and facilities and exacerbates regional inequalities.
Conclusion: Reforming Iran’s administrative division system requires a shift from a purely administrative-security approach to a human rights-centered and justice-based model. Achieving this goal necessitates genuine decentralization, strengthening elected local institutions, considering cultural and ethnic diversity in administrative boundaries, and aligning laws with international human rights instruments, particularly the right to self-determination and the right to sustainable development.
